The Tutor Perini/O&G joint venture team offers the requisite experience and expertise, combined with a reputation for successful design-build project delivery. Tutor Perini/O&G, JV has assembled local and international airport industry leaders in design, construction, and the operation of APMs and stations. The functional relationship among the members of the Team will provide high-quality and efficient operations while keeping the highest quality standards and state-of-the-art design. Our Team will achieve the most effective protocols and coordination to achieve PANYNJ's project vision.

Project Description
The New AirTrain will replace the existing AirTrain, which opened in 1996, and has outlived its useful life, and does not currently provide customers with the modern customer service amenities and service reliability expected of a world-class automated people mover (APM) system. The New AirTrain will include three new stations, and connect to the new modern Terminal A, the future Terminal Two (currently Terminal B), the Airport's new ConRAC facility, and the Northeast Corridor Rail Link Station, linking AirTrain customers to regional rail and light rail networks, and thereby encouraging customers and Airport employees to use public transit to and from the Airport. The New AirTrain will be designed to maximize customer convenience with seamless connections to other forms of transportation and provide modern amenities in AirTrain stations and in vehicles (e.g., high-speed Wi-Fi, count-down clocks, and real-time flight information) to enhance the customer's end-to-end journey.
Port Authority's objectives for the AirTrain Newark Replacement Project are to:
- Provide a best-in-class level of customer-focused service, with seamless, easy and enjoyable connection for customers traveling to the Airport via public transit and traveling between parking garages and terminals with world-class, innovative amenities and services during their journey.
- Creating an enduring and contemporary design for all aspects of the Project that fits the campus of the Airport and leverages the reimagination of the Airport that began with the Terminal One Redevelopment Program.
- Maximizing the investment made in the New AirTrain to provide the best service and experience and asset management over the total life of the New AirTrain system.
- Providing a service-proven, fit-for-environment system that is reliable and dependable for our customers.
- Providing infrastructure and systems that accommodate innovations and the near and long-term planning and reconfiguration of the Airport.
- Providing an O&M team and approach that focuses on the customer experience through use of technologies, service innovations and other items to maximize convenience of the system to customers throughout every phase of their journey from origin to destination.
- Maximizing the Airport customers' experience by minimizing disruption to our customers during the construction of the New AirTrain, including fully coordinating construction with all other ongoing redevelopment at EWR, and minimizing disruption to overall Airport operations.
- Providing services during irregular operations and outages to maintain the same high level of customer convenience (e.g. use of bus-bridging).
- Expediting Project design, construction, fabrication, installation and commission scheduling to allow for system commissioning to be completed in 2025.
- Maintaining high levels of customer service on the Existing AirTrain and minimizing disruptions during the implementation and transition from the Existing AirTrain to the New AirTrain.
