Project Description

The Puerto Rico Dump was located adjacent to Saipan Harbor at the northwest side of Saipan and was closed and capped under this contract. As a part of the dump closure, this project included the conversion of the dump into a passive park with landscape/hardscape elements as well as a relief area on the top deck for events. Additionally, a restroom was constructed on the southeastern face of the dump near to Industrial Drive.

The work included demolition and disposal of on-site structures, clearing and stripping, waste relocation, UXO monitoring, construction of engineered and random fill, installation of surface drainage system and erosion control, installation of geolining system, placement of foundation layer and final capping/cover, installation of landfill gas system and ground water monitoring wells, and installation of shoreline tribar revetment system, which included significant dredging work and miscellaneous environmental permit compliance, which includes seagrass and mangroves removal and transplantation.
