Project Description

The JFK International Airport Roadways, Utilities, and Ground Transportation Center (RUGTC) project will support the Airport Advisory Panel’s Vision Plan, which establishes a strategic framework for redefining the arrival and departure experience by transforming JFK Airport into a modern, 21st century facility and accommodating landside passenger and traffic growth into the early 2030s.

ROADWAYS
The current roadway system into JFK Airport does not support future passenger growth. It is complex and confusing due to its many decision points. It is also congested and difficult for customers to navigate, with bottlenecks at terminal entrance ramps and frontages. By reconfiguring the roadway system into loops, the project will increase capacity and efficiency, complement the redevelopment of the terminals, improve the functionality of the Central Terminal Area (CTA), and enhance wayfinding through enhanced traffic technologies to allow passengers to arrive on time and be better informed upon arriving at the terminals. The new CTA roadway system will provide faster, more efficient access to the landside of JFK Airport for all users.

GROUND TRANSPORTATION CENTER (GTC)
The GTC will be fully integrated with the roadways to support the efficient flow of traffic. An adjacent multi-function, at-grade Arrivals Plaza will centralize the landside operations by consolidating passenger pick-up into one central area with space for taxis, for-hire vehicles, private vehicles, and buses. This will eliminate the need for terminal frontages and provide clear, safe pedestrian access. The GTC will provide multi-level smart parking for approximately 2,000 vehicles and will replace the existing Green Garage and at-grade parking that are impacted by the project. It will be necessary to coordinate the design and construction of the GTC with a separate, concurrent buildout project for a Roof Level Plaza to allow for structural support of the Roof Level Plaza within the structural design and buildout of the GTC. The GTC design and construction will also provide any necessary mechanical, electrical, and plumbing (MEP) chases and pathways to support the Roof Level Plaza functions.

UTILITIES
Due to the roadway reconfiguration and construction of the GTC, very little of the existing infrastructure will remain undisturbed. In addition, most of the utilities in the CTA are aged and require more intense maintenance. These utilities include hot and chilled water, electrical, communication, low- and high-pressure water, storm and sanitary sewer, and natural gas. This project will include the necessary utility relocations to facilitate construction of the new roadways and GTC. Additionally, certain utilities will be upgraded to current standards and new utilities installed to support the new facilities and systems.

Port Authority's objectives for the JFK roadway system are to:

  • Provide a cohesive aesthetic design for all aspects of the Project that fits the campus of the Airport and is informed by the "One JFK Design Vision”
  • Minimize disruption to Patrons, the existing roadway networks and overall Airport operations during the construction of the Project
  • Utilize a design and construction strategy that exemplifies the Port Authority’s commitments to sustainability and resilience
  • Provide a positive customer and stakeholder experience during construction by maintaining efficient, continuous traffic flow, intuitive wayfinding, and a safe, professional, and visually appealing work zone throughout construction
  • Ensure smooth coordination with the developers and contractors of the terminals at JFK Airport and with the other stakeholders
  • Provide a world-class landside gateway to JFK Airport that supports the transformation of JFK into a modern, 21st century airport
  • Create a CTA roadway system to improve the customer journey, facilitate terminal access, add capacity, and improve security
  • Create a convenient and efficient multimodal transportation hub at the center of the CTA adjacent to the GTC
  • Build partnerships between the community, the Design-Builder, the Port Authority, airport users, and stakeholders
  • Avoid interference with ongoing JFK Airport operations
